Most people who ask us "off-plan or ready?" are really asking "which one is the better investment?", and the honest answer is that it depends on three things about you, not about the market: when you need income, how much cash you have now versus later, and how much uncertainty you can carry. This guide puts the two options side by side on each point that matters, with the 2026 numbers, so you can run the test on your own situation rather than on a sales pitch.
The market in 2026, briefly
Off-plan dominates. In the first half of 2026 off-plan sales were roughly 70% to 76% of Dubai's transaction volume: about 58,800 off-plan deals worth around AED 139.8 billion, according to DLD figures as reported by Gulf News, Wenestre and others. Around two-thirds of those off-plan sales were studios and one-bedroom units, and buyers were mostly investors, many of them overseas, according to Reuters in July 2026. The DLD counted 29,312 first-time investors in the first quarter of 2026, 14% more than a year earlier.
Two things follow. First, the off-plan market is liquid and mainstream, not a niche; there is a deep market of buyers at handover and before. Second, a great many of those buyers are first-timers comparing many small units across many projects, often from abroad, which is exactly the buyer most exposed to the differences below.
Side by side
| Off-plan | Ready | |
|---|---|---|
| What you buy | A contract for a unit to be built, registered in the Oqood interim register | An existing unit with a title deed |
| Price at purchase | Launch pricing, generally below comparable ready units in the same area | Market price today |
| Payment | Instalments over construction, often 10% to 20% down and the balance over 2 to 4 years; some plans continue after handover | Full price at transfer (cash or mortgage) |
| Mortgage | Max 50% LTV, project must be bank-approved, usually drawn at handover | Up to 80% LTV for a resident's first home under AED 5M; 50% to 70% for non-residents |
| Income | None until handover | Rent from day one |
| Service charges | From handover | From day one |
| Fees | 4% DLD registration, developer admin fee, no agency commission | 4% DLD transfer, trustee fee, 2% + VAT agency commission, NOC fee |
| Choice of unit | Wide at launch: floor, view, layout | Whatever is for sale |
| Condition | New, with a defects liability period | As found; your own inspection |
| Main risk | Delay or, rarely, cancellation; specification changes | Overpaying; hidden defects; existing tenancy terms |
| Resale | Before handover with developer NOC and conditions; new buyer pays 4% again | Any time |
| Golden Visa (AED 2M+) | Eligible under rules that changed in February 2026; verify | Eligible |
Price and payment terms
Off-plan is bought at launch pricing, which for a comparable unit in the same area is typically below the ready price. That discount is not generosity; it is the price of your capital being committed for two to four years with no income and some risk. By the time the building is handed over, the gap usually narrows.
The right comparison is price per square foot against ready units in the same area, which our project pages show next to the area's published range. The wrong comparison is against the developer's projection of value at completion, which is a forecast made by the seller.
Payment terms are where off-plan is genuinely different. A plan of 10% or 20% at booking and the rest in construction-linked instalments spreads the cash call. Some developers go further with post-handover plans that continue for years after you receive the keys, which means you can be collecting rent while still paying instalments. Our payment plans pages group projects by plan type, and the payment schedule tool turns any plan into dated amounts.
Financing
This is the point most first-time buyers get wrong. UAE banks lend at most 50% of value on off-plan property, only on projects they have approved, and generally only disburse once construction reaches a required stage. In practice an off-plan buyer funds the construction-phase instalments in cash and takes any mortgage at handover. Non-residents are often unable to finance off-plan at all.
A ready property can be financed at up to 80% of value for a resident buying a first home under AED 5M, with the bank paying the seller at transfer. If your plan depends on borrowing most of the price, ready is the only option that supports it. Our mortgage guide sets out the limits for each buyer type.
When the income starts
Ready: the day after transfer, or sooner if the unit comes with a tenant. Off-plan: at handover, which is typically two to four years from launch and can slip.
For a buyer who needs yield now, or who is funding the purchase with borrowed money that has to be serviced, the two to four years of zero income is the decisive factor. For a buyer deploying capital with no need for income until later, the same gap is simply the waiting period that the launch discount pays for.
Fees
Both routes carry the 4% DLD fee. Beyond that:
- Off-plan: the developer's administrative fee, and no agency commission because the developer pays the broker. No service charges until handover.
- Ready: agency commission of 2% plus VAT, the trustee office fee, the developer's NOC fee for the transfer, and service charges from the start.
On a AED 1.5M purchase the ready route costs roughly AED 35,000 to AED 40,000 more in transaction fees. The fees guide itemises both.
Risk
Off-plan
The risk is that the building arrives late, arrives different, or does not arrive. Delays of several months are common in the market; multi-year delays and cancellations are rare but real. Specification changes (materials, layouts, the view that was in the render) are a quieter risk that lives in the SPA.
The protections are escrow (your money stays in the project), Oqood registration (your ownership is on the regulator's register), and RERA oversight. They work, but they are protections against losing money, not against waiting. The best mitigation is boring: the developer's delivery record and the project's DLD status, checked before you pay. Our verification guide walks through it, and our project pages show the DLD data where we have it.
Ready
The risk is that you overpay or buy a problem: a unit with defects, a building with high or badly run service charges, or a tenancy on terms you did not read. The mitigations are an inspection, the building's service charge history on the DLD index, and the tenancy contract itself. None of these involve waiting.
Resale and exit
An off-plan unit can usually be resold before handover, but only once the developer's conditions are met (a minimum paid-up share of the price, commonly 30% to 40%, and a NOC fee) and the next buyer pays the 4% registration fee again. That makes a quick flip expensive, and in a flat market the pool of buyers for an unfinished unit is smaller than for a finished one.
A ready property can be sold at any time to anyone, with a mortgage buyer in the pool. If you may need to exit early, ready is more liquid.
Golden Visa
Property worth AED 2 million or more is the basis for a 10-year Golden Visa, a threshold unchanged since 2022. A completed property with a title deed is the straightforward route. The rules for off-plan property changed in February 2026 and the published accounts of what changed do not agree with each other, so if the visa is your goal, confirm the current off-plan position with the DLD or GDRFA before you buy, and read our Golden Visa guide for what is and is not settled.
A short test
Answer honestly:
- Do you need rental income in the next two years? Yes: ready. No: either.
- Will you borrow more than half the price? Yes: ready. No: either.
- Can you fund instalments in cash through construction? Yes: off-plan is open to you. No: ready.
- Are you buying for a visa you need soon? Yes: ready, or confirm the off-plan rule first.
- Can you accept a delay of a year without it damaging you? Yes: off-plan is open to you. No: ready.
- Does the unit's floor, view and layout matter to you? Yes: off-plan gives the widest choice. No: either.
If the answers point both ways, the usual resolution is a ready unit for income now and an off-plan unit for the capital you can leave untouched, which is how many of our investor clients actually hold.
What to do next
Compare specific projects rather than categories. Our projects index filters by handover year, payment plan and price band, the shortlist keeps the ones you like and puts up to four side by side on price per square foot, plan and handover, and the tools page runs the cash schedule and the yield on cost. If you want a second opinion on a shortlist, send it over from there.
FAQ
Frequently asked questions
Is off-plan cheaper than ready property in Dubai?
Usually, at launch, for a comparable unit in the same area; the discount is the price of waiting and of taking construction risk. By handover the gap tends to close. Compare on price per square foot against ready units nearby, not against the developer's own 'expected value at completion'.
Can I get a mortgage on an off-plan property?
Yes, but the Central Bank caps off-plan lending at 50% of value for every buyer, the project must be on the bank's approved list, and the loan is usually drawn at or near handover. Ready property can be financed at up to 80% for a resident's first home under AED 5M.
Which one earns rent sooner?
Ready, immediately. Off-plan produces nothing until handover, which is typically two to four years from launch. If you need income now, off-plan is the wrong instrument.
Are the fees different?
The 4% DLD fee applies to both. Ready purchases add agency commission of 2% plus VAT and trustee office fees; primary off-plan purchases have no commission because the developer pays the broker. Service charges apply to ready property from day one and to off-plan only from handover.
What is the main risk of off-plan?
Delay. A project can run late, and in rare cases be cancelled. Escrow and Oqood registration protect your money and your ownership, but they do not make a late building arrive on time. Check the developer's delivery record and the project's DLD status before you buy.
Does either one qualify for the Golden Visa?
Both can, at AED 2 million or more, but the rules for off-plan eligibility changed in February 2026 and published accounts of the change differ. Confirm the current off-plan rule with the DLD or GDRFA before you buy with the visa as the goal.
